Casino Oka: Overview and History
Located on the traditional territory of the Mohawk Kanesatake community, Casino de Mont-Tremblant’s expansion plans in 1990 led to a dispute with nearby residents from the Kanesatake reserve, ultimately resulting in the construction of the independent Casino Oka. The site is situated approximately three kilometers from the U.S.-Canada border and serves as an economic development project for the community.
The Origins: A Brief History
In the mohawkcasinooka.ca 1980s, the Canadian government introduced Bill C-84 to permit Native communities to establish casinos on their territories. This legislation aimed at generating revenue for indigenous reservations through gaming operations under strict federal supervision. In response, Kanesatake’s Grand Chief Matthew Coon Come negotiated with regional and provincial authorities regarding casino development.
Establishment: A Cooperative Venture
Faced with opposition from the Mohawk community of Kahnawake to the south on Quebec’s side of the St-Lawrence River, Casino Oka arose as a separate initiative in 1994. This cooperative project was born out of collaboration between various stakeholders: regional and federal authorities, the Kanesatake Band Council, and private investment groups.
Key Players and Roles
A key figure in this endeavor is Claude Chantal, then-Kanasatake’s economic development director. He played a pivotal role in conceptualizing Casino Oka as an integral part of Mohawk territory’s growth strategy. Coopératif des gens de Kanesatake inc., the community-owned corporation formed for casino operations management and profit distribution, serves to oversee activities with transparency.
Casino Operations
As of 2020, the facility offers several amenities: gaming areas, a hotel, dining establishments, entertainment venues, conference spaces, as well as an amphitheater. Over time, its offerings have expanded beyond casino-style games to host various events such as festivals and trade fairs.
The Controversy Surrounding Casino Operations
From inception through current operations, controversy surrounds the establishment of Casino Oka due primarily to issues related to:
- Ownership : Kanesatake’s claim that the facility does not meet necessary regulations or respect the rights given by the community for it.
- Revenues : Accusations regarding inadequate income distribution among Band members and mismanagement within Coopératif des gens de Kanesatake inc.
Community Response and Support
Despite criticism over how revenue from these operations is distributed, significant percentages are reinvested directly into local infrastructure projects through agreements reached by the council with various stakeholders. Residents acknowledge such endeavors for generating jobs and augmenting economic opportunities available on reserve lands adjacent to the facility.
